Public Road/Construction Projects
Week of November 23

DOWNTOWN
City of Lights
This Saturday morning–light nets will be installed at the following locations:
•Kearney Square
•Central Street at Merrimack
•143 Merrimack Street
Streets will remain open during installation.

Kearney Square Bridge replacement
•Bridge will be closed on the nights of Wednesday, November 20 and Thursday, November 21 from 8 p.m. – 7 a.m. to install deck panels. Detours will be posted.
•Phase I of this project is expected to be completed by December 31, 2013
•Phase II will start on April 3, 2014 following a winter break with both sides of the bridge open for the winter
•At least one sidewalk will be maintained throughout
•Traffic lanes will be narrow during construction (9’ in each direction) but passable; care should be exercised when traveling through this area
•This project is being funded by Boott Hydropower, Inc., a subsidiary of Enel Green Power North America, Inc.

Traffic Alert

SPECIAL EVENT THIS SUNDAY, OCATOBER 20
Baystate Marathon—8 a.m. to 2 p.m.
• The marathon runs along both sides of the Merrimack River between the Aiken Street Bridge and the Tyngsboro Bridge
• French Street from John Street to Arcand Drive will be closed beginning at 6 a.m. for race setup
• Traffic over the Aiken, University, O’Donnell and Bridges will be impacted between 8 a.m. and 12:30 p.m.
• The Rourke Bridge will be closed from 8 a.m. to 12:30 p.m.

Lowell Police Superintendent

Jen Myers has a great entry about the new chief on her Room 50 blog.

As you may be aware City Manager Bernie Lynch, is in the process of selecting a new Superintendent of the Lowell Police Department. He is in the process of conducting several “Listening Sessions” with neighborhood leaders, members of the Patrol and Superior’s unions of the LPD, local business people as well as members of the clergy and nonprofit organizations in the City and has received some very constructive feedback so far.
He is also interested in receiving comments and suggestions on what qualities the residents of the City would like to see in our next Superintendent.

To that end, he will meet with members of the general public at an additional ‘Listening Session’ at the Lowell Senior Center, 276 Broadway Street, on Thursday, October 24th at 6:00PM. All members of the general public are invited.

The City of Lowell invites creative submissions from Lowell-based film/video artists & designers
Deadlines, November 29 & December 6, 2013
[LOWELL, MA—September 26, 2013] The City of Lowell has issued a Call for Work to filmmakers to create a 15-second promotional film showcasing what it is that makes the City a great place to live, work and create.  Inspired by the growing vibrancy of the local filmmaking community and the success of last year’s competition, the contest is part of a program to partner with locals to define the way the City is promoted outside its borders.   Last year two winners were awarded:  Joey Sylvester and the team of Pete Pedulla and Adrien Bisson.  The film by Pedulla and Bisson aired in AMC Cinemas throughout the summer and may still be viewed on the City’s YouTube channel. 
In addition to the film competition, the City has issued a second Call for Work to create a City of Lowell t-shirt design.  Last year local artist Chase Compton created the award winning design for the Lowell Bag, which was then produced locally by UnWrapped.  This year the City is asking graphic designers to submit a t-shirt design.  Both contests are only open to individuals who live, work or attend school in the City of Lowell.   
Susan Halter, Director of Cultural Affairs and Special Events, had this to say about the contest: “When we submitted our film for distribution in the cinemas earlier this year, the rep was surprised by the quality of our video, but we weren’t.  We knew we had a lot of very talented people here in Lowell.  We’re looking forward to seeing what the community will produce for this year’s contests.”
The deadline for submissions is 5pm, November 29, 2013, for the t-shirt contest, and 5pm, December 6, 2013,for the video contest. Both winners will be announced in January 2014. A $1,000.00 cash prize will be awarded to each winning submission.  Complete guidelines for the contest can be found at Lowell.org and CultureIsCool.org.  All entries will be reviewed by the City’s marketing team: City Manager Bernard Lynch, Assistant City Manager Adam Baacke, Director of Economic Development Theresa Park, Economic Development Assistant Erin Findlen and Director of Cultural Affairs and Special Events Susan Halter.
