Lowell chief blasts ‘lenient’ License Commission

UPDATE: Not this specific subject; but excellent news for Lowell.

Federal grant will provide 12 police officers in Lowell
Lowell Police will receive more than $2 million from the federal government to hire 12 police officers.
The money is part of a $1 billion program that will provide money to hire 131 officers across the state, and nearly 5,000 nationally, Vice President Joe Biden and Attorney General Eric Holder said in a release.
The U.S. Department of Justice Office of Community Oriented Policing Services (COPS) will oversee the program. Federal officials said only 1 in 7 grant applications was approved.
To accept the grant, Lowell must agree to hire the officers for four years. The grant will pay only for the first three years.

Just got this from SUN on-line:

“People visiting the city don’t want to see drunken hooligans,” Lavallee said. “They want an environment that is safe and secure. The downtown economy is better served by folks following the letter of the law.”

YEAH!!! You go Chief!
I’ll throw in my 2 cents… read the article and notice all the bars the Chief DOES NOT mention. Chief Lavallee has really done an outstanding job of fostering communication with “drinking establishments” downtown and there are only a few (they are all fairly “new” to the neighborhood) that have no regard for the problems their patrons create when they walk out the door.

‘hood stuff

Tuesday July 14th, 6:30 PM – City Council meeting. Please note on the agenda Councilor Milinazzo has a motion to for an independent legal investigation into whether the council violated the city (Plan E) charter when they voted not to fund assistant city manager, Andy Sheehan’s position.
I am not in the habit of editorializing… however, this motion by a councilor who publicly acknowledged she did it “because she doesn’t like him…” or some such nonsense…SCREAMS out for top honors in the WTF? category. Stay-tuned…I can not imagine one other councilor besides Mr. Milinazzo would possibly have the courage to vote in favor of this motion. To put it simply…this is sad, sad, sad for the city.

Which leads me to remind everyone:
http://www.fairvotelowell.org/ Petitions for an initiatve to be placed on this November’s ballot are due within the next week. If have the petition, please call or send me an email at: kmarcin@gmail.com

Hamilton Canal District Update

By now I am sure that most of you have noticed that there is a lot of activity happening in the JAM Neighborhood and the Hamilton Canal District. I wanted to provide a brief update as to what is going on.

Temporary Bridge: The City is moving aggressively forward with the installation of the temporary bridge, which is being installed roughly 30 feet to the east of the existing permanent bridge across from Revere Street. Please note that due to the tight time schedule that we are keeping on this project, there is the need to complete work this weekend on both Saturday and Sunday (June 27th and 28th). A portion of the weekend work will take place on Jackson Street, but should not impact travel along Jackson Street.

Courthouse Site Demolition: The demolition contractor for the Courthouse site has started to mobilize equipment at the end of Jackson Street. The actual demolition work will be starting in the coming weeks. Work is scheduled to take place during the summer.

On-Site Preparation: The two story, southern portion of the Freudenburg building is being demolished. This project will be completed by the end of the month.
Thank you!

MYSTERY…

Rob Mills at the SUN is trying to unravel the mysterious appearance of a giant face on the top of the Fruedenberg building…

Since it is just outside my door I wandered over to take a look…I do not recognize this face, maybe someone in the neighborhood does…and what is he doing up there?
UPDATE: Part one of the mystery solved (see comments). “The photo is that of a real estate agent, Todd Alperin… “
Should be interesting to find out if this was a great advertising idea or just a prank.
UPDATE: Turns out it was a “theft”, not a prank…more at Rob’s blog:

Victorian Garden

HUGE Thanks to my friend Richard who hauled his lawnmower downtown to cut the grass in the Victorian Garden. It looks fabulous!!!

Now if everyone can take a look in their “grannies garage” and see if you can find an old “push mower”…we can keep this nice all year.

INVEST IN YOUTH

The first thing I did when I left city hall yesterday was to call my daughter…just wanted to hear her voice. It was very nice to see some of our neighbors take the time to participate in this event.
Now let your goverment hear your voice about supporting youth programs like the Teen Coalition… it is a “tiny” portion of any budget with the greatest potential for a positive return.

Rob Mills story is at: http://www.lowellsun.com/local/ci_12409933
Anti-violence efforts in jeopardy
In the days after 17-year-old Tavaryna Choeun lay dying on a city curb last week, Lowell social-service agencies learned they may lose funding for a key program that fights youth violence.

I sent this email out to as many neighborhood groups as I had info for in an effort to calm my frustation about the total “LACK OF OUTRAGE” about this young girls death.

Not one word on a multitue of city blogs; not a single comment from city hall…I did find in The Globe at least one person that shared the sentiment: “The citizens of the city of Lowell should be outraged by this,” Kenneth Lavallee, Lowell’s police superintendent, said…”

I am thankful for Chief Lavallee’s high regard for each and every person who lives; works; or is just visiting the city of Lowell.

Dear Neighborhood Leaders,

TUESDAY, MAY 19th, 5pm: LOWELL TEEN COALITION RALLY AGAINST THE VIOLENCE & BUDGET CUTS
WHEN: Tuesday, May 19th at 5pm
WHERE: Lowell City Hall, 375 Merrimack Street, Lowell

I have it from Chief Lavallee that UTEC is holding an anit-violence rally on Tuesday at city hall and will be walking to Suffolk St. where Tavaryna Choeun was found shot last week.
It may seem a very small tribute to a young woman who lost her life, but it may also be the first step in gathering neighbors from around the city to say that this is not acceptable and we will stand up for those who may be reluctant to speak.

I am hopeful that you will each contact your neighbors and see if we can get the word out about this very important opportunity to say, “STOP VIOLENCE IN OUR CITY”!
I believe city administration needs to hear this message and understand that there can not be any compromises, budget or otherwise, when it comes to public safety. This is a message that has to come from every neighborhood in the city; I hope that you will encourage people from your area of the city to attend.

Please let me know if I can be of any assistance.
Thank you.

Kathleen Marcin
President, Lowell Downtown Neighborhood Association

I have received the details below from Gregg Croteau at UTEC.

TUESDAY, MAY 19th, 5pm: LOWELL TEEN COALITION RALLY AGAINST THE VIOLENCE & BUDGET CUTS

Last Thursday, Tavaryna Choeun (a young woman of only 17 years of age) was pronounced dead after being shot in the head, an innocent victim of the latest act of violence in our community. On this same day, youth programs in Lowell and across the state were learning of the difficult news that funding was cut for essential youth services.
This Tuesday, May 19th at 5pm on the steps of Lowell City Hall, young people from the Lowell Teen Coalition will be organizing a rally to speak out against the violence that most recently took the life of Tavaryna, and to speak out against the proposed budget cuts that increase the risk of more youth in our communities being victims of violence. A brief march will follow the rally.

Please join us as we urge our statehouse leaders and fellow community members to take action against such acts of violence.Join us as we rally to “STOP KILLING. KEEP INVESTING!”
WHEN: Tuesday, May 19th at 5pm
WHERE: Lowell City Hall, 375 Merrimack Street, Lowell
For more info, please contact Gregg Croteau (UTEC) at 978.265.7173 or Andy Chandonnet (YWCA of Lowell) at 978.328.6606.The Lowell Teen Coalition is comprised of The Lowell Community Health Center, the United Teen Equality Center, YWCA of Lowell, Big Brothers Big Sisters of Lowell, and the Boys and Girls Club of Lowell.
